Plain business owner claimed a violation of 42 U.S.C § 1983 against The County of Los Angeles for charging excessive inspection fees. Defendant County filed a motion for summary judgement based upon Plaintiff’s failure to respond to requests for admissions. The Court granted the motion for summary judgement and awarded monetary sanctions against Plaintiff’s counsel in the amount of $24,273 for willful and grossly negligence conduct in prosecuting the case.
